ENGELLİ TURİZMİNDE TÜRKİYE’DEKİ YASAL DÜZENLEMELER İSTANBUL İLİNDEKİ 4 VE 5 YILDIZLI ZİNCİR OTELLERDE BİR ARAŞTIRMA

Abstract
Amaç: Bu çalışmanın temel amacı, engelli turizm kapsamında erişilebilirliğin belirlenmesi ve fiziksel, görme ve işitme engellilere yönelik gerçekleştirilen uygulamaların turizm işletmeleri özelinde incelenmesidir.
Yöntem: Çalışma, bir işletme ya da iş ortamının, belirli konular üzerinden incelenmesi, etki ve potansiyellerinin ortaya koyulması şeklinde tanımlanan nitel analiz tekniklerinden durum analiz yöntemi doğrultusunda incelenmiştir. Çalışma grubu olarak, İstanbul ilinde faaliyette bulunan 4 ve 5 yıldıza sahip yerli ve yabancı zincir otel gruplarından dört otel belirlenmiştir. Araştırmada veriler, resmi ve acente sayfalarındaki bilgilendirme dosyalarından, otellere ait faaliyet raporları ve engellilere yönelik çıkarılan materyallerden elde edilmiştir. Otel incelemeleri, literatürdeki çalışmalardan yola çıkarak rezervasyon süreci, oda ve imkânlar, dış mekân ve ortak alanlar, yiyecek-içecek alanları, asansörler ve otopark sınıflandırmasına göre gerçekleştirilmiştir.
Bulgular: Araştırma kapsamında elde edilen bulgular, örnek otellerin genel itibariyle fiziksel engellilere yönelik olarak düzenlemeler gerçekleştirdiği yönündedir. Rezervasyon süreci ile ilgili olarak görme engellilere yönelik uygulamaların olmadığı, oda ve imkânlar açısından sadece fiziksel engellilere yönelik düzenlemelerin gerçekleştirildiği, yiyecek-içecek alanlarında görme engellilere yönelik çalışmaların yapılmadığı, dış mekân ve ortak alanlarda ve otoparkta tekerlekli sandalye kullananlara yönelik düzenlemelerin yapıldığı buna karşın asansörlerin fiziksel, görme ve işitme engelliler için uygun olarak dizayn edildiği bulgularına ulaşılmıştır.
Özgünlük: Çalışma, engelli turizmi açısından 4 ve 5 yıldızlı otellerin ve erişilebilirlik politikalarının incelenmesi açısından sınırlı sayıda olan literatüre katkı sunmaktadır.

Abstract
Purpose: The main purpose of this study is to determine the accessibility within the scope of disabled tourism and to examine the applications for the physically, visually and hearing impaired in tourism enterprises.
Method: The study was examined in accordance with the situation analysis method, which is one of the qualitative analysis techniques, which is defined as examining a business or business environment over certain issues and revealing its effects and potentials. As the working group, four hotels from the domestic and foreign chain hotel groups operating in the province of Istanbul with 4 and 5 stars were determined. In the research, the data were obtained from the information files on the official and agency pages, the activity reports of the hotels and the materials for the disabled. Based on the studies in the literature, hotel reviews were carried out according to the reservation process, rooms and facilities, outdoor and common areas, food and beverage areas, elevators and parking lot classification.
Findings: The findings obtained within the scope of the research are that the sample hotels generally make arrangements for the physically handicapped. Regarding the reservation process, there are no applications for the visually impaired, arrangements are made only for the physically disabled in terms of rooms and facilities, there are no studies for the visually impaired in the food and beverage areas, arrangements are made for wheelchair users in the outdoor and common areas and in the parking lot. It has been found that it is designed as suitable for the visually and hearing impaired.
Originality: The study contributes to the limited literature in terms of examining 4 and 5 star hotels and accessibility policies in terms of disabled tourism.
