Abstract
Hesap verilebilirliğin ve şeffaflığın okul kalite gelişiminde oynadığı rol dikkate alınırsa, okulların denetimlerinin şeffaf olması hesap verilebilirlik açısından önemli olmaktadır. Böylece okullar, yönetim kademeleri ve öğretmenler süreçle ilgili görülen eksiklikler hakkında daha fazla bilgi sahibi olabilecektir. Bu nedenden dolayı araştırma kapsamında denetimin süreç ve sonuçlarında şeffaflık ilkesini benimsemiş ülkelerin eğitim denetim sistemleri denetim yapıları, denetim amaçları ve denetim ölçütleri açısından incelenmiştir. Elde edilen bulgulara göre ülkelerin denetim yapılarından İngiltere’nin denetim yapısının bağımsız bir içerikte olduğu, Çek Cumhuriyeti ve Hollanda’nın denetim yapılarının ise merkezi yönetime bağlı olarak çalıştığı görülmüştür. Seçili ülkeler denetim süreçleri, araçları ve denetim sonuçlarını kamuya açık, şeffaf bir biçimde paylaşmakta, denetlenen okullara yönelik tüm içerik eğitimle ilişkili olsun veya olmasın her kesim tarafından incelenebilmektedir. Ayrıca denetim sürecinde uygulanan ölçütlere bakıldığında üç denetim sistemi içinde benzer nitelikler barındırdığı görülebilir. Odak noktası liderlik, eğitim süreçleri, öğrenci başarısı olarak kabul edilebilir. Araştırma sonucunda elde edilen bulgular denetimin dönüt sağlama, kaliteyi arttırma, liderlik ve rehberlik etme yönlerine ağırlık verildiği görülmektedir. Ortaya konan şeffaflık ile yüksek hesap verilebilirlik elde edilmektedir. Bu durum okulların kalite odaklı çalışmalar yapmasına destek olmaktadır.

Abstract
Considering the role that accountability and transparency play in school quality improvement, it is important that school audits are transparent in terms of accountability. Thus, schools, management levels and teachers can have more information about the deficiencies seen in the process. For this reason, within the scope of the study, the educational audit systems of countries that have adopted the principle of transparency in the process and results of the audit were analyzed in terms of audit structures, audit objectives and audit criteria. According to the findings, it was observed that the audit structure of the UK has an independent content, while the audit structures of the Czech Republic and the Netherlands work under the central administration. The selected countries share the audit processes, tools and audit results publicly and transparently, and the entire content of the audited schools can be examined by anyone, whether they are related to education or not. In addition, the criteria applied in the inspection process are similar across the three inspection systems. The focus can be considered as leadership, educational processes and student achievement. The findings of the research show that the audit emphasizes the aspects of providing feedback, improving quality, leadership and guidance. High accountability is achieved through transparency. This situation supports schools to carry out quality-oriented studies.
