Abstract
10 Aralık 1948 yılında ilan edilen Birleşmiş Milletler İnsan Hakları Evrensel Bildirgesi, insanlık tarihinin en önemli belgelerinden biridir. Öte yandan oldukça yakın bir tarihte yazılmış olmasına rağmen böylesi önemli bir belgenin nasıl ve hangi koşullarda ortaya çıktığı, ilanından sonraki onlarca yıl boyunca akademik ilginin çok uzağında kalmıştır. Ancak özellikle son yirmi yılda Batılı akademik çevrelerde Bildirge’nin taslak sürecine giderek artan bir ilgi söz konusudur ve bu alandaki literatür hızla genişlemiştir. Yaklaşık iki yıl (1947-1948) süren ve oldukça karmaşık bir bürokratik işleyişe sahip olan bu süreçte BM üyesi her devlet Bildirge’ye çeşitli derecelerde katkı sağlama olanağına sahip olmuştur. Türkiye de BM’nin kurucu üyelerinden biri olarak bu sürecin bir parçasıdır. Dolayısıyla, Türkiye de Bildirge’nin şekillenmesinde söz sahibi olma şansına sahipti. Bu çalışmada, Türkiye’nin Evrensel Bildirge’nin taslak yazımında nasıl bir rol oynadığı ve Bildirge’ye herhangi bir katkı sağlayıp sağlamadığı araştırılmıştır.

Abstract
The United Nations Universal Declaration of Human Rights that was declared on 10 December 1948 is one of the most significant documents in the history of humanity. On the other hand, although it was written in a very recent time, for decades after its declaration, academic interest has been distant towards how and under which conditions such a significant document emerged. Nevertheless, especially in the last two decades there has been an increasingly higher interest in Western academic spheres on the drafting process of the Declaration, and the literature in this field has expanded rapidly. In this process that took approximately two years (1946-1948) and had a highly complicated bureaucratic courses, all member states of the UN had the opportunity to contribute to the Declaration to varying extents. As one of the founding members of the UN, Turkey is also a part of this process. Therefore, Turkey also had the chance to have a say in shaping the Declaration. This study investigated what kind of a role Turkey played in drafting of the Universal Declaration and whether or not it provided any contribution to the Declaration.
